Description

In the sense of 'voting instructions', there are three categories of whip in British politics that are issued on particular business. An expressed instruction on how to vote could constitute a breach of parliamentary privilege, so the party's wishes are indicated unequivocally but indirectly. These whips are issued to MPs in the form of a letter outlining the parliamentary schedule, with a sentence such as "Your attendance is absolutely essential" next to each debate in which there will be a vote, underlined one, two or three times according to the severity of the whip: We have a fully qualified Teacher in our pre-school room who delivers exciting learning opportunities, whilst ensuring statutory and legal welfare requirements are met for every child. On 11 December 1996, Brandreth wrote: "The question is what to do in future? The chief's [chief whip's] conclusion is: keep writing notes – he needs the information, so does the PM. But sleep easy, boys: from now on the notes will be shredded on a regular basis." At qualifiers this system will be implemented by the Official Steward and at championships through the Ground Jury. A single-line whip is a guide to what the party's policy would indicate, and notification of when the vote is expected to take place; this is non-binding for attendance or voting.

He added: "I have come into politics believing that MPs should vote according to their consciences, not as part of a nexus of inducements and threats." Defenders of the whips' system say their role as bullies wielding threats is exaggerated and that they are there as much to help MPs who want advice when they hit trouble as they are to twist arms. David Heathcoat-Amory, a Tory deputy chief whip after the 1992 general election, says they are essential to party politics: "If you want a democracy, you have to have political parties, and if you have political parties you have to have discipline, and if you are to have discipline you have to have whips and whips' offices."Parliament of Australia: Parliamentary Library. I think that is the most serious note which I received from the Whips during my period as Chief Whip. I think I put in my original submission to the inquiry that it is the only event I can recall during my period which alleged there might be a case of child abuse.” [23]

But now – just possibly – that could change. When wide-ranging inquiries were announced by home secretary Theresa May on Monday into allegations of child abuse in all corners of public life, including into unsubstantiated claims that a paedophile ring involving political figures operated around parliament in the 1980s, questions about the whips' role as guardians of deep and sometimes sinister information began, at last, to surface. The foundation class nurtures each child's natural curiosity within a structured framework providing pre-school children with an early introduction to school life.

The whip position was created in the House of Representatives in 1897 by Republican Speaker Thomas Reed, who appointed James A. Tawney as the first whip. The first Democratic whip, Oscar Wilder Underwood, was appointed in about 1900. [26] [27] In the Senate, the position was created in 1913 by John W. Kern, chair of the Democratic caucus, when he appointed J. Hamilton Lewis as the first whip, while Republicans later chose James Wadsworth as the party's first in 1915. Otherwise Westminster will be accused of the ultimate hypocrisy: protecting itself from an inquiry it set up into goings on in our national institutions. There is much scepticism, however. Heathcoat-Amory says: "They have got to try, and they probably will write to ask if there were any written records, but I very much doubt if there is anything there. I think they could be going down a blind alley."
