If a government does not make attempts to curb wealth hoarding at both the individual and business level, inequality will rise and competition will be restricted. However, if you plan to cheat then being the banker will give you a great advantage as you, quite literally, hold all the cards (and cash). The player who was in Jail gives you the handcuffs and moves their token to the Just Visiting space. As I understood from reading the rules going into the game, players are in fact encouraged to cheat, but only when there are goal cards on the board specifying the cheats to be attempted.

For example, if your opponent has the Water Works and Electric Company you could decide that you only have to pay if you land on it with a double.
