I'm not the biggest fan of Toners. I only use them if I notice that my skin could use a bit more hydration and this product is very nice. I don't layer my toner, so I cannot comment on that but I found this to be very hydrating. If you are concerned about the health safety of parabens, then feel free to avoid them by looking out for the Paraben-Free icon. Have decided to review further in the late spring/ summer months as I tend to use a toner more during the summer to control some oiliness. Feels a little drying on my skin.
