This vacuum draws the brewed coffee back from the glass jar, through its filter, and deposits the brewed coffee into the kettle, where it is eventually dispensed from. At some point very soon, the kettle will empty out enough (and be raised on its springs high enough) to allow the alcohol burner's spring loaded cap to shut down. The coffee brews in this chamber while the water supply exhausts itself, at which point the metal chamber, now lighter, will rise up against its counterweight—triggering the spring on the burner, which then extinguishes its heat source.

Siphon brewers are two-chambered devices, one of which holds ground coffee and another of which holds water over a heat source. As explained in the video below, I haven't replaced it because I think the tiny amount of air it allows to leak into the kettle during the vacuum stage aids with overall brewing in this device (not by design!
