As part of our work to develop our enhanced consumer regulation role, we have recently published Reshaping consumer regulation: our principles and approach to provide further context. To deliver the aims of TSMs, it is important that TSM information collected, published and submitted by registered providers is robust.

Consultation on the introduction of tenant satisfaction

We need legislation to introduce the new consumer regulation regime, but in advance of that we think it’s right to consult on our TSM proposals because of the significant lead time for their implementation. We intend that TSM data will be one source of assurance alongside a number of other sources, and we do not intend to use TSM data in isolation to enforce compliance with the consumer standards. It is a requirement under section 215 of the Act for the regulator to publish guidance about the submission of information to the regulator about the performance of registered providers.

While the rationale in this chapter focuses on specific TSMs, we also wish to hear views on our proposals in the round.

We will therefore decide on the most appropriate action to take in relation to introducing TSMs in both areas once Government has concluded its work.
