Each small division is equivalent to 1 mm. When looking at the given image, the first small mark after the 5 cm marking denotes a measurement of 51 mm which can also be referred to as 5.1 cm.

Later, by the early 1870s, Justus Roe of Patchogue, New York added rivets attaching small brass washers to the tape to mark inches and feet. They were attached every inch in the first and last foot and every foot from one to the end of the last foot.
