As Fukuchi disconnects from the chairman, Fukuzawa guesses his motive to be revenge for making him venture into the battlefield of Tokoyami Island and witness absolute hell alone, including supply cuts, starvation, commanding officers who shot surrendering subordinates, the use of a healing ability to keep the war raging on, and the use of prisoners as "human bombs". In essence, Fukuzawa suspects Fukuchi to be resentful at the imperial headquarters, the Cabinet, the citizens, and the U.N., and therefore serves as the embodiment of fury seeking to avenge the soldiers lost to war. Fukuzawa deduces that targeting the Agency must be his punishment for betraying Fukuchi, and he asks Fukuchi to thereby release everyone. However, Fukuchi gravely stabs Fukuzawa and dismisses his answer to be incorrect.

A hitman named Sakunosuke Oda spends a quiet life in the Port Mafia as while he does every job successfully, he refuses to kill enemies. He spends his peaceful moments with the young Osamu Dazai and Ango Sakaguchi while working on his goal of writing a novel. Ango disappears from the mafia, leading the superiors to believe he is a spy from the rival organization Mimic. After Oda rescues him, it is revealed that Ango was a multispy. The leader of the Port Mafia, Ougai Mori, stages the deaths of the children Oda was looking after and make him lose his will to live. Oda decides to avenge the children by facing Mimic's leader André Gide. As the fight ends, Dazai finds Oda in his last moments, requesting him to leave mafia and start a new way of life where he does not have to kill anymore. As a result, Fukuchi invited Fukuzawa to come with him to the battlefield, but the latter was reluctant to accept. Despite Fukuchi deeming it an invitation for a friend rather than for an organization, Fukuzawa claimed that war was merely for stealing lives, though Fukuchi refuted that it was for saving lives of comrades.
