The third cut is your finish cut. Use a fine file or abrasive to creep up to the finished profile. At this point, you want a single pass with the tool to remove so little material that the "one stroke too many" notch is impossible.

For cutting the panel holes, the secret is to start with an ugly hole inside the lines, then trim your way out to the line itself with a fine-tooth file. I refer to it as "three tools, three cuts".

The second cut is cleanup and prep. If you used drills and a grinder to hog out the rough cut, use a medium file to get rid of the jagged edges. You still want to leave some material on the to-be-removed side of the line, but only half a millimeter or so. The first cut is just to remove the bulk material you know you won't need, and doesn't have to be pretty. It just has to stay well clear of the final mark.
