You can lower the blade guides when you are working with a shorter fence. This gives you the flexibility of adjusting it depending on the work at hand. A fence positioned at the extreme right hand side of the table isn't rigid enough to be relied on. It doesn't take much force to deflect it because the fixing points for the fence bar are far away (on the left side of the table) from where force is being applied. A cure could be to clamp the far end of the fence to the table, which would be easier if the fence actually reached that far but it doesn't - the new fence is even shorter than the old one, which itself is too short to reach.
