Michael "Mike" Flood is Pontypandy's local handyman and plumber, as well as a reserve firefighter. He is the husband to Helen, the father of Mandy and the brother in law of PC Malcolm Williams. Being a tradesmen, he often drives a van to get to various jobs in Pontypandy. He has occasionally been contracted by the local fire service, repairing pipes and putting in a fire pole. In his first series, Mike spoke with a western English accent, but in the CGI episodes he speaks with a northern accent in the UK version. In The Pontypandy Cup, he even states that he hails from Huddersfield in West Yorkshire. In the US version, he has a Brooklyn accent. In the last frame of when Helen's car leaves the Flood's House, the car and Norman disappear before Norman says "Ohhh. . .".

Mike Flood was previously from Huddersfield, England, where he lived as a child. He later moved to Pontypandy. Norman would have crashed into Dily's supermarket after being ridden down the steps next to the bridge. When Norman was taking his go-kart up the steps, the wood he stole from Mike was grey instead of brown.
