So, initially I got dual displays working fine with my MacBook Pro and WD19TB, with a USB-C-Hub connected to the WD19TBs Thunderbolt port as described above. External monitors require a certain amount of bandwidth to work properly. Monitors with higher resolution require more bandwidth.

HBR2 is DP 1.2 (5.4 Gbps maximum link rate per lane). With DP overhead, the effective data rate is 4.3 Gbps per lane. Laptop supports HBR2 if the DisplayPort supports DP 1.2 protocol. I called Dell Canada and they suggested the TB18DC over the WD19TB (but couldn't provide any reasoning why). I have heard some pretty awful things about the TB18DC on Reddit after a few searches. All other products will be delivered via the fastest available method (excluding bank holidays and weekends) and generally within 3-5 days, depending on customer location.

The one near to hinge. I can see the monitor name from the settings. But the signal not coming to the display. But if I connect to bottom USB C it won't show anything at all.

Everything also works fine when I connect my Windows laptop (Dell XPS 15), so it seems something's wrong on the MacBook side. Note: Linux operating system is unable to physically turn off integrated display.The external display numbers are one less than the display numbers listed in the above tables.
