Moderating factors – group risk attitude and external knowledge – deepen understanding of upper echelons’ impact. We run our empirical analysis on a dataset of individual‐ and country‐level characteristics during 2005–2020, thus exploiting variation from the Global Financial Crisis and the COVID‐19 pandemic. In many countries, public sector institutions impose heavy burdens on economic life: heavy and arbitrary taxes retard investment, regulations enrich corrupt bureaucrats, state firms consume national wealth, and the most talented people turn to rent-seeking rather than productive activities.This study explores how certain institutional dimensions influence entrepreneurial allocations in Nigeria and its sectorial heterogeneity.
