While it is true to say that only Windows Vista and later Windows use the physical Intel 15MHz HPET, the operating system features intended to be fulfilled by the HPET already largely existed in Windows XP, albeit to a different specification (that of 2002 rather than 2005) and hence with a reduced capability.
