Honestly, I just didn’t find anything special about it. I didn’t find that my skin was particularly hydrated or looked particularly better after using it. Pulsatilla Koreana Extract: Sometimes referred to as the Korean Pasque flower, it is an antimicrobial, preservative, and anti-inflammatory ingredient that also works to soothe the skin. This is hard to answer. It is hydrating but I don’t think it would cure your dry skin. It is hydrating but not enough for super dry skin. I think you would have to layer several layers to hydrate super dry skin and I don’t know if it will be worth it. However, if you have normal or oily skin that is dehydrated it might be worth trying.

I'm not the biggest fan of Toners. I only use them if I notice that my skin could use a bit more hydration and this product is very nice.
