A small amount of washing up liquid added to the water will help the decal to slide better until you are happy that you have it in the correct position. Decal softener works by softening the the plastic film so that it follows the contours of the surface it’s stuck to. If the water does not fully wet the paint, air bubbles will be trapped between the decal and the paint, and the glue will not adhere as well.
