The Poisson distribution can be applied to the number of homicide incidents per year, with the number of these incidents being large enough to approximate the normal distribution. A statistical test (in this case a Z-test) can be used to determine if the counts in each year were statistically significantly different from one another at the 95% confidence level (that is, whether there has been a true change in the underlying risk). The section is based on all victims and suspects charged from incidents recorded in that period. For the purposes of the Homicide Index, a suspect in a homicide case is defined as either; a person who has been charged with a homicide offence, including those who were subsequently convicted and those awaiting trial, or a person who is suspected by the police of having committed the offence but is known to have died or committed suicide.
