RICS professional standards and guidance RICS guidance notes Definition and scope RICS guidance notes set out good practice for RICS members and for firms that are regulated by RICS. An RICS guidance note is a professional or personal standard for the purposes of RICS Rules of Conduct. Guidance notes constitute areas of professional, behavioural competence and/or good practice. RICS GUIDANCE NOTE New rules of measurement Detailed measurement for building works 2nd edition UK October 2021 The online referral should only be completed for adults when a member of staff from a designated first responder organisation suspects someone is a victim of modern slavery ( see section 8) and where the adult concerned has understood the implications of, and consented to, the referral. New rules of measurement (NRM) provides a standard set of measurement rules and essential guidance for the cost management of construction projects and maintenance works. If there are reasonable grounds, the case will be investigated in more detail before deciding if there are conclusive grounds. There is no obligation of confidentiality between the competent authorities and the victim, as this information has been received via a third party. The competent authorities are therefore entitled to process this information in accordance with the Data Protection Act 2018 and the UK’s General Data Protection Regulation and refer this information to the police to support the detection and prevention of crime. The competent authorities do not require consent from the victim to do so. The intention is to do this in all cases referred into the NRM where there has not already been a police referral. 10. Police referral process for first responders / frontline workers

If further information about the case comes to light, this should be referred to the relevant competent authority: of referrals were for potential victims who claimed exploitation as adults and 43% (5,468) claimed exploitation as children The most common nationality referred was UK nationals, which accounted for 31% (3,952) of all potential victims (compared to 34% in 2020). The second most referred nationality was Albanian (20%; 2,511) and the third was Vietnamese (8%; 991). A large proportion (75%; 2,981) of UK nationals were child potential victims, whilst for Albanian nationals, most (81%; 2,046) were adult potential victims. For Vietnamese nationals, 64% (635) were adults and 27% (269) were child potential victims (Figure 6). Referrals for Albanian nationals increased as a percentage of all referrals this year, now accounting for 20% of all referrals, compared to 15% in 2020. There was also a notable increase in referrals for Eritrean nationals this year (712, 6%), compared to 359 (3%) in 2020. the most referred exploitation types were labour (498; 43%), not recorded or unknown (173; 15%) and sexual (162; 14%) ( data table 26)
