Before the Imperium was re-forged, millions of people would be executed by the Commissariat as Traitors or Heretics. Eventually, this role was given to the Imperial Inquisition and its Ordo Hereticus and Ordo Malleus. Commissar cadets are issued with a standard Imperial Guard Lasgun or an Autogun depending on their associated regiment, as well as any other kit their regiment may supply them with.

Astra Militarum commanders consider themselves fortunate when a commissar cadet unit joins their campaign, for the cadets fight with a ferocity and courage uncommon even in the elite units of the Astra Militarum. Commissar Doran Farrier - Doran Farrier was the regimental commissar and second-in-command of the 252nd Kauravan Conservator Regiment, serving under the command of Lord General Vance Stubbs during the Kaurava Campaign. It is considered a great honour to be chosen and marks the officer as one with the potential to rise to the highest ranks within the regiment. The rank of ensign carriers a short term of service, so an officer will not be expected to act as the banner bearer for long before being moved on to a combat command with a frontline platoon or a Death Rider squadron. An Ensign often accompanies his regiment's Commissar wherever he goes on the battlefield, so that the regimental banner can serve as a rallying point and act as an inspiration to the men and women of the regiment.

The finest Progena are recruited into the most specialised of the Imperium's elites, such as the Commissariat or Adepta Sororitas, and a very few of the most talented are inducted directly into the Inquisition. A lord commissar is expected to exemplify everything the Imperium of Man strives toward, while still discharging their duties as a grim-faced arbiter of disciplinary retribution. Each is a fearsome warrior whose skill and experience in front-line combat makes them the match of heretical demagogues and xenos warlords on the battlefield. As they mature, the Progena are groomed for the place they shall take in the service of the Imperium. Many expect to lead from the front and carry Power Weapons, Power Fists or Plasma Pistols. When assigned to a regimental headquarters, a Commissar is not expected to lead men in combat, so they usually keep their personal weaponry very basic, including a Chainsword or Power Sword and a Laspistol. The Laspistol is used by the Commissar to carry out any instances of summary execution for derelictions of duty by the troops under his command. Amongst the fanatical Guardsmen of the Death Korps regiments, such actions are rare indeed. Should a Commissar-General feel that it is absolutely necessary, he possesses the authority required to remove his regiment's commanding officer from his post and take over command of the entire regiment himself.
