The light FLASHING on motion is something that is only available on the ISU/SL and LSU/SL models (SL = strobe light) It has not been removed and never will be as it's the whole point of that model. That strobe light is independent of the white LED illuminator. Night time exposure time setting need tweaking to avoid motion blur or people so I have mine set to 150, contrast down to 40 to enhance shadows, this makes a huge difference as it lightens shadowed areas. I also use HCL set at 5 to improve headlight glare.
