My guess is the guy in the UK had it accidentally get too cold.. because it's the UK, lol. You can make brakes with it by putting some fluid between a wheel's axle and hub. The wheel will spin freely as the fluid acts just as a liquid lubricant, but if you apply a magnetic field, you're suddenly putting a lot of friction of the wheel's rotation.

Glass bottle, ideally with flat sides. If you have a round bottle you may not be able to see the ferrofluid due to diffraction.

Laserprinter toner isn't usually a mix of suspended magnetic particles: only specialty toner inks are (the ones used for machine readable printing). If you can get the right sort, it will save a lot of effort, but the wrong toner won't work at all and will just make a mess.
