Systematization was an urban planning program used to convert villages into miniature cities. The main architect of the building was Anca Petrescu (1949–2013), who began her work on the building when she was 28 years old. The building was completed in 1997, after Ceaușescu's death in 1989. The Romanian Senate, which was originally housed in the former building of the Central Committee of the Romanian Communist Party, has been headquartered in the Parliamentary Palace since 2004.
