Dog man gets fired by the mayor and Li'l Petey and 80-HD come up with a plan for the dog man to impersonate as a cat man. In the film, it is revealed that he read George and Harold's comics when he confiscated them and felt they were a little funny, which explains how he knows what Captain Underpants acts like when he is hypnotized.
