The findings and recommendations have been developed with the support of a panel of experts. It includes former professional footballer turned pundit Ian Wright, former Lionesses Head Coach Hope Powell, Chair of the Professional Game Academy Audit Company and Director of the Women in Football group Jane Purdon, NFL Head of Europe and UK and former CEO of World Rugby Brett Gosper, former Deloitte Global Lead Partner for Sports Business Dan Jones and Secretary General of the International Working Group on Women and Sport Lisa O’Keefe. Government choosing to work with us on this process is an important and much appreciated development and we are delighted to welcome Ralph and Chris to support the work we are doing to re-shape the future of the professional game. Brett Gosper, head of Europe and UK for the National Football League (NFL) and a former CEO of World Rugby, will advise on how to improve the fan experience. Dan Jones, a former global lead partner for sports business at Deloitte, will examine the commercial and financial model of the women’s professional club game. TheProfessional designed his channel logo himself using a custom South Park character style. It is designed in a South Park character style with as Jason Voorhees style mask. TheProfessional's Grand Theft Auto Online character heavily resembles his icon, but with a different mask and different eyes. Increasing the diversity of English football's coaching talent pipeline is a key commitment outlined in our equality, diversity and inclusion strategy, A Game For All, and this Index complements the Football Leadership Diversity Code, which aims to improve diverse representation in senior leadership positions, coaching and team operations roles.

Women and girls of all ages see football as an accessible, safe, positive, welcoming and inclusive environment to participate in. In February, former Lioness Jill Scott opened the first of 23 new grassroots football facilities that the Government have announced will be named after the UEFA Women’s EURO 2022 winning squad, in honour of their achievements. Ralph Rimmer delivered substantial financial and regulatory reforms during his time with the Rugby Football League, while Chris Pilling will bring extensive sports management and financial sector expertise to the role. A major finding of this review has been that, while the Lionesses are admirably succeeding consistently on the pitch, real challenges remain within the domestic pyramid. Some of the most compelling evidence heard by the review came from current and former players, who painted a picture of a game that is striving for success, but struggling to offer a working environment that fully protects and supports those working in it. When I was offered the opportunity to chair this review, I immediately understood the responsibility I was taking on. As a player, fan, and pundit I have met countless people who care deeply about the future of women’s football. I had a duty to them, and to everyone else who has a stake in the game, to undertake a comprehensive review of where we are now with the sport and where we want to be in the future. The appointment of Rimmer and Pilling as independent advisers will add to the work being undertaken by the RFU and PRL, and has been made with their full agreement. They will provide further independent support and scrutiny on their vision to lead the game to a sustainable future.

Review was commissioned by UK Government following England’s UEFA Women’s EURO 2022 success and is published in the build-up to the FIFA Women’s World Cup 2023 The reason why the person DDoSed TheProfessional was because in GTA Online, Ascended and his friends were near their Cocaine Factory which they could have been doing cargo, Professional was on his Oppressor MK.1 and landed so he can go to his Cocaine Lab and they all got scared that Professional was gonna destroy their cargo, but Professional never griefs in GTA. So then Ascended and his friends started to kill TheProfessional and he tried to tell them he was friendly and not violent and wants to go to his lab, but they were not listening and still kept killing him. When Professional got inside his lab, Ascended-Big sent him a message and told TheProfessional to go into Passive Mode, then Professional sent a message to him and tells him "If you want a war, You'll get a war" so then Professional calls some of his friends and fights Ascended and his friends, and this pisses Ascended off and then he starts to threaten TheProfessional and starts to DDoS him which shut his internet off for 2 hours. Jones, former global lead partner of sport business at Deloitte, will examine the commercial and financial model of the women's professional club game. I want to pay tribute to Karen Carney and her panel of experts for all the hard work and dedication they have put into producing such an important review. On external investment from a strategic partner, this review cannot select a preferred strategic partner for NewCo, but it is clear there is appetite across a range of stakeholders to invest in the women’s game and capitalise on its growth opportunity. The FA should highlight the areas of uplift recommended in this review to potential strategic partners and cost those into future business models, to ensure the opportunity, but also the upfront investment needed to maximise that opportunity, is reflected.Using GameMaker's in-built tools let me understand the role they play in game development and gave me the foundations I needed to go on to recreate any of them for myself in larger contexts. Players should be offered an official route to anonymously reporting non-compliance with licensing requirements. This could be through a third party such as a union, and a whistleblowing policy. The Rugby Football Union and Premiership Rugby stand accused of ignoring the wishes of the Championship and “working against the interests of the game” beneath international and top-tier level by clubs in the second tier. In response, the RFU, Premiership Rugby and the Professional Game Board said in a joint statement: “There have been regular meetings with representatives from the Championship executive, which includes Mr Bow. We have been openly discussing the strategy and direction of the Professional Game Partnership; including the delivery of the Premiership Cup involving Championship clubs and the discussions around the creation of Prem 2 as well as discussions with the National Leagues. We welcome all constructive contributions to this partnership which is seeking the best solutions for both the community game and the top two tiers of rugby in England.”

The Index will provide professional football clubs with support to achieve their commitment of improving the diversity of their coaching staff, which aligns to initiatives already under way as part of the Premier League's No Room For Racism Action Plan and The FA's Leadership Diversity Code.The issues at Worcester, Wasps and London Irish have laid bare the challenges facing the sport of rugby union. The inability of rugby clubs to raise capital investment and the financial challenges at various levels within the game have contributed to the need for urgent work to help secure rugby union’s immediate future and advise on its future direction. Other sports have recently looked to similar radical change. For example, Rugby League has announced a new club grading criteria aimed at incentivising the long-term and sustainable growth of clubs and the league as a whole. The weighted grading criteria, which will determine the licence category clubs are awarded, will be based on 5 metrics: fandom, on-field performance, finance, stadium, and community. While the Rugby League interventions are designed to allocate membership to its top-tier competition, similar principles could be applied to approaches to financial distributions in women’s football. A strongly funded, club and league-owned, development pathway system, which ensures the development of players at all age groups, is critical to ensuring the continued success of the Lionesses, and ensuring that the growth potential within the domestic game can be realised. 2.2 Clubs should be allowed to access an increased pool of international talent while the domestic pathway is fixed Record-breaking broadcast audience figures for the Women’s Super League have already been seen for the 2022-23 season, with 16.5 million UK viewers watching 3 minutes or more of live coverage, an increase of 9% on viewing figures for the previous season. There is also definite commercial growth in the women’s game - Barclays extended its sponsorship of the Women’s Super League and became the first title sponsor of the Women’s Championship from the 2022-23 season. Representatives from the NFL, the Women in Football group, sports business administrators and campaigners have also been appointed by review chair Karen Carney.

Chris is a Non-Executive Board Member for UK Sport, Barclays Bank and Musgrave. He was previously Chairman of Yorkshire 2019, the organisation established by UK Sport to deliver the UCI Road World Championships. Prior to these roles, Chris was Chief Executive Officer of Yorkshire Building Society Group between 2011 and 2016 and of FirstDirect between 2006 and 2008. He previously held senior roles at HSBC, Asda - Walmart and British Airways. Between 2011 and 2016, Chris also acted as a Non-Executive Board Member for the Department of Health. During her career, Karen Carney achieved 144 caps for England and represented Team GB at the London 2012 Olympic Games. She enjoyed a club career for Arsenal, Chicago Red Stars, Birmingham City and Chelsea. She is now a respected voice on both mens and women’s football and works as a broadcaster and columnist for the Guardian, ITV Sport and Sky Sports, as well as her role as a sponsorship consultant for Visa. The FA, Premier League, English Football League and broadcasters should work together to carve out a new dedicated broadcast slot for women’s football. This review recommends 6 interventions to uplift minimum expectations around standards of physical and mental health provision. Specifically:

Karen Carney has been supported in the evidence gathering and analysis by senior officials from the Department for Digital, Culture, Media and Sport (DCMS) and the FA. Given its stage of development, the continued growth of matchday, broadcast and sponsorship revenue - with a view for the women’s game to become independently sustainable - is the right way to incentivise continued long-term investment by clubs. This may initially mean a slower growth trajectory than that seen in the men’s game, but should ultimately lead to a sustainable pyramid with committed stewards of the game. Principle 3: NewCo and clubs must provide the necessary professional infrastructure for staff and players to compete.
